From what I've heard in places like the red light district of Amsterdam cameras are not allowed. There is a reason for that. This is what makes that work distinct from things like the porn industry. That's the slight yet major difference of the two. Then you have to get into the notion of how the two lines of work are perceived although they are similar they are not the same. Don't get me wrong I don't think legalizing it will fix all problems.
